For some reason my G.C data was corrupted so i couldnt un install the game and re-download so make a long story short i cant get on G.C

your gc is already fucked or I wouldn't post this
simply because it will either **** it up more or get it to work.
Attempt to remove from control panel(according to you it shoulddn't work.
Manually kill all GC related processes.
Manually delete all folders
Attempt to remove from control panel (It shouldn't work)
Remove all GC files from recycle bin
Try again :) It should either work ..... or corrupt your ENTIRE grand chase file ..... including the uninstaller...
the other option would be to get the installer off someone ... and attempt to uncorrupt your files
simply because it will either **** it up more or get it to work.
